The Total Quality Energy concept was developed by Robert G. Botelho when he was the Energy Conservation Manager for the City of Fall River, Massachusetts. The concept was first used for energy conservation programs at the municipal waste incinerator, the municipal water treatment plant and the regional waste water treatment facility as an aide to expedite learning the energy use requirements of the building and process operations of each building.

In the course of performing the tasks required of an energy management and monitoring project the implementation staff is exposed to different views of the operations and production processes with multiple exposures from various angles. This repeated exposure to your site allows for our staff to see and discover energy facts about your plant that you and your staff do not see. Our staff will super saturate the facility with observations obtained from the performance of the requisite tasks required to complete an energy management project and install an energy monitoring program. These exposures create a learning curve of the client's plant for the technical staff that lends itself well to integrating their energy management knowledge and experience with plant personnel to find opportunities for energy improvement.
